EPA PROPOSES GUIDANCE FOR LABELING PESTICIDES UNDER THE NATIONAL ORGANIC PROGRAM

EPA is releasing for comment a draft Pesticide Registration (PR) Notice describing how pesticide registrants can apply to have their labels indicate that a product meets the criteria defined in the U.S. Department of Agriculture's (USDA) National Organic Program (NOP) Rule.  Under the proposal, registrants can seek EPA approval to place an "NOP" symbol on the labels of pesticide products that are suitable for use on organic farms.  Approved label language would state the following: "The ingredients in this product meet the requirements of the USDA National Organic Program."  The information on the pesticide label will assist organic growers and those persons certifying organic production methods in knowing which pesticide products meet the requirements of the NOP Rule for use in organic agriculture.

EPA developed this proposal in support of the recent NOP Rule issued on December 21,2000, by USDA's Agricultural Marketing Service. The NOP rule establishes national standards for the production and handling of organically produced products.  USDA maintains a National List of approved and prohibited substances, which include pesticide active ingredients, for use in organic production and handling.

According to the proposal, EPA would begin processing applications for review of new or amended product labels when this PR Notice goes into effect and EPA has received a list of acceptable active and inert (or other) ingredients from USDA. If there are applications where EPA is unable to determine if the product meets the requirements of the NOP, EPA would consult USDA to resolve the issue.  EPA would only review labeling submissions for pesticide products that are registered or
proposed to be registered.

L'article reproduit post-scriptum (pointé par l'excellent Bruno PEIFFER) évoque le mécontentement des représentants de la filière laitière "bio" californienne contre une nouvelle loi de leur état qui leur impose un surcoût dû aux règles du "pooling" dont ils prétendent que -représentant une filière complètement distincte de la filière laitière "non-bio"- ils devraient donc être exemptés.
Cette taxe (intitulée "Milk Stabilisation and Pooling Plans"), destinée à stabiliser les prix de vente et à garantir les revenus des producteurs de lait "non-bio", présente-t-elle un équivalent en France et en Europe ?
De manière plus large, comment les filières des laits "bio" et "non-bio" sont-elles organisées en France et en Europe ?

Quel serait l'impact sur l'environnement de l'acheminement de ces produits "bio" depuis la France vers les États-Unis? Quelle serait alors l'intérêt de cette culture "bio", mis à part l'argument marketing?

Actuellement on importe combien de nos produits Bio ???
Les produits transformes sont allemands, les fruits sud africains, bresiliens, ou autres. C'est egalement une grosse problematique pour les conso'acteurs francais...
Pour l'interet des Americains, comparer les standards USDA "Organic" de ceux en place dans l'UE ou AB... Ils y trouveront leur compte.

L'un des intérêts du bio, et par la même de la problématique écologique actuelle, c'est qu'au delà de la qualité des produits, des impacts santé potentiels, ils permettent de poser un autre regard sur l'économie telle qu'on nous l'enseigne depuis des lustres.
Il n'y a certes rien de neuf, tout ou presque a déjà été écrit, mais la lumière est mise sur le sujet.
Il est bien sûr aussi saugrenu, et contre-productif, d'importer des kiwis bio (par exemple) d'outre-Atlantique, que de faire l'inverse...
